administrators, role of family, society and educational institutions in inculcating values.
Attitude: Content, structure, function, its influence and relation with thought and behavior, moral and political attitudes, social influence and persuasion.
Aptitude and foundational values for Civil Service, integrity, impartiality and non-
partisanship, objectivity, dedication to public services, empathy, tolerance and
compassion towards the weaker-sections.
Emotional Intelligence- concept and dimensions, its utility and application in
administration and governance.
Contributions of moral thinkers and philosophers from India and world.
Public/Civil Service values and ethics in Public Administration: status and problems,
ethical concerns and dilemmas in government and private institutions, laws, rules,
regulations and conscience as sources of ethical guidance, accountability and ethical
governance, strengthening of moral values in governance, ethical issues in international
relations and funding, corporate governance.
Probity in Governance: concept of public service, philosophical basis of governance and
probity, information sharing and transparency in government. Right to Information, codes
of ethics, codes of conduct, citizen's charter, work culture, quality of service delivery,
utilization of public funds, challenges of corruption.

Lecture 7 ethics questions :
1) Artificial intelligence traditionally focuses on machine intelligence, not on social or emotional intelligence. Is this deficiency a boon or bane for the society?
2) You are the police officer in charge of an area where an accident has occurred. When the accident occured the car was driven at a very high speed resulting in the death of a pedestrian crossing the road. However, Mr. X who was on the driver’s seat, claims that his car was being self-driven and the accident happened due to a software glitch in the autonomous car. The public and relatives of the deceased is visibly outraged. They want you to ensure justice.
a) Discuss the ethical issues arising out of the automated vehicles?
b) How will you respond to the above situation? Justify your action.
c) Suggest measures to meet the challenges posed by automated vehicles?
