TOPIC- ROLE OF FINANCE COMMISSION IN CENTRE- STATE FINANCIAL RELATIONS
DESCRIPTION: Finance commission is a constitutional body constituted under Article 280 of Indian Constitution. It is a quasi- judicial body and have all the powers of a civil court while functioning. It is appointed by the Presideng Of India after every 5 years.
The duties/ role/ functions of Finance Commission include the distribution of the tax proceeds between centre and state and also among states,i.e., vertical devolution and horizontal devolution of tax proceeds. It also determines the magnitude of grants- in-aid allocated to the states and local bodies and also any other matter referred to the commission by the president in the interest of sound finance.
Thus it reduces fiscal imbalance between the centre and states and also among different states, promotes balanced regional development, promotes inclusiveness and also give a roadmap for fiscal consolidation.
14th Finance commission was constituted in 2013 headed by Y V Reddy. It recommended 42% unconditional devolution of tax proceeds. 15th Finance commission is headed by NK Singh and it main task is to strengthen cooperatuve federalism, improve the quality of public spending and to help protect fiscal stabilty. It uses the population data of 2011 while making its recommendation. Its terms of reference has led to various controversies as some states feel they will be at disadvantage though they are making remarkable efforts in controlling population after 1971.
